Trump's Assertive Statement on American Oil Funding in Venezuelan Draws Industry Caution.

Industry experts have shown significant doubt regarding recent claims that American oil giants will swiftly invest vast sums of dollars to rebuild Venezuela's broken production facilities.

Demand for Iron-Clad Protections

Lacking an “iron-clad guarantee” of financial backing from the US federal government, experts believe global energy giants to act with significant hesitation.

“It would be premature to comment on any future business activities,” an official commented this weekend.

The aggressive schedule of under a year and a half was boldly proposed. However, industry projections indicate a more cautious outlook.

A More Realistic Outlook

“It is likely going to take multiple years for any meaningful recovery in production,” commented one industry expert.

He suggested operators would likely spend:

  • Year one: Navigating new operating agreements.
  • Year two: Commencing rebuilding of equipment.
  • Final phase: Starting to significantly ramp up output.

This suggests an increase of around 500,000 barrels per day perhaps by the end of the decade.

Appetite Compared to Appetite for Spending

There is a critical difference between firms' attention and their willingness to spend heavily.

“In my view their interest is an high score, on a scale of ten. I think their willingness is a four or five, because there is a lack of certainty yet.”

Veteran operators in the sector reinforce this view. The thinking is that majors will politically call it fantastic while privately proceeding with extreme caution.

The Enormous Cost

The monetary bill would be vast. University projections suggest that adding between half a million and a million barrels per day would require over $10 billion in capital spending over several years.

But, rebuilding output to previous levels of around 2.5 million bpd could require a massive $80 billion to $90 billion over many more years.

The Outstanding Question of Government Backing

The prospect of energy companies being reimbursed by the US taxpayer has been often raised. But, formal assurances on any guarantee have so far not been announced.

The absence of certainty is the primary factor for the sector's hesitation. Operators seek safeguards against nationalization and the chance that a future government could renege on any promise.

“You need to be protected from nationalization, that we’ve witnessed in Venezuela previously.”

Therefore, while rhetorical confidence runs strong, the financial risks suggest a journey of measured steps for potential major venture in the country's energy industry.
